As part of the NIA, DOE will evaluate the effects on consumers for each product category including lifecycle cost savings as well as simple payback periods ("PBP"). DOE will employ the Government Regulatory Impact Model, with an adaptation for ovens that can be microwaved, to determine the industry's net present value (NPV).
